Program Executive

About the Role

As a Program Executive, you will lead national scale program operations across multiple branches of a major federal uniformed service. You will own program execution, operational governance, stakeholder alignment, and delivery oversight for mission critical systems supporting active duty personnel and veterans. This role requires deep operational leadership, structured communication, and the ability to coordinate complex multi branch initiatives with precision. You will partner with executive leadership, Product, Engineering, Operations, and government stakeholders to ensure clarity, readiness, and unified execution across the program.

RESPONSIBILITIES

  • Provide executive oversight for a multi branch federal program and establish governance for disciplined execution

  • Coordinate planning, operations, and delivery across distributed teams and partner organizations

  • Own program level objectives, KPIs, compliance requirements, and operational readiness

  • Direct program wide change management and modernization initiatives

  • Serve as the primary point of contact for senior government and uniformed service officials

  • Lead executive briefings, operational reviews, and program reporting

  • Manage expectations across internal teams, agencies, contractors, and integrators

  • Ensure systems, processes, and integrations meet operational requirements across user communities

  • Oversee dependencies, cross functional coordination, and federal compliance structures

  • Identify risks early and implement mitigation strategies to maintain continuity

  • Lead and mentor program management staff and maintain structured communication frameworks

  • Establish decision protocols, escalation paths, and operational standards

QUALIFICATIONS

  • 10 plus years of senior leadership within federal, defense, or uniformed service environments

  • Experience directing multi region or multi branch operational programs

  • Proven leadership managing personnel, budgets, performance, and mission critical delivery

  • Ability to engage credibly with senior government officials and interagency partners

  • Strong understanding of compliance heavy environments and structured operational frameworks

  • Bonus experience equivalent to O5, O6, GS 15, SES, or similar

  • Background in digital transformation or systems modernization programs

  • Program management certifications such as PgMP or PMP

  • Familiarity with enterprise software delivery, systems integration, or case management platforms

  • Understanding of federal ecosystems, contracting structures, and oversight processes
