§ 4.115b Ratings of the genitourinary system—diagnoses.

Penis removal, half or more

Surgical removal of half or more of the penis.

What the rating means

VA rates removal of half or more of the penis at 30% under diagnostic code 7520. This is a single-level rating — the regulation sets only one percentage for this condition, so there are no higher or lower tiers to move between. The 30% rating applies when half or more of the penis has been removed.

Beyond the disability rating itself, the regulation directs VA to also consider whether you may be entitled to special monthly compensation. Special monthly compensation is a separate, additional benefit available when a Veteran has experienced loss or loss of use of a creative organ. VA is required to look at that question under 38 CFR § 3.350 whenever a claim involves this kind of loss. That review happens alongside the disability rating process.

Evidence that helps

The key fact VA needs to confirm for this rating is that half or more of the penis has been removed. Operative reports, surgical records, and pathology reports from the procedure are the most direct evidence of this. A physical examination documenting the extent of the removal also supports the finding. Discharge summaries or treatment records from the facility where the surgery was performed can help establish the same facts.

If you are also seeking special monthly compensation for loss of a creative organ, records showing the nature and extent of the loss — such as the same surgical and post-operative documentation — are relevant to that determination as well. Statements from you describing how the removal affects your daily life may provide context, though the rating itself turns on the documented extent of tissue removed rather than on functional symptoms.
