California Disabled Veteran Business Enterprise Program

Access to a 3 percent state contracting goal and direct contracts from $5,000.01 to $249,999.99, or up to $461,000 for public works

Certification as a Disabled Veteran Business Enterprise helps your business compete for California state contracts. The state has a goal of awarding 3 percent of all state contracts to certified businesses, and agencies can contract directly with a certified business for goods, services and information technology worth $5,000.01 to $249,999.99, or up to $461,000 for public works. Certification usually lasts two years. The program also helps you through the contracting process, advocates for disabled veteran businesses, and takes reports of violations.

Apply online for certification through the Cal eProcure website. For questions, call 916-375-4940 or email Certification@dgs.ca.gov.

What you'll need

Your VA disability rating documentation showing at least 10 percent, proof of California residency, and business ownership and control documents. The Department of General Services publishes a full documentation checklist.

Eligibility

  • You are a California resident
  • You have a service-connected disability rating from the VA of at least 10 percent
  • The business is at least 51 percent owned by one or more disabled veterans, and wholly owned by disabled veterans if it is a limited liability company
  • Your business’s daily operations are managed and controlled by one or more disabled veterans
  • The home office is in the United States and is not a branch or subsidiary of a foreign business
