Delaware pays tuition and required fees for up to four years of undergraduate study if your parent died in service or was a prisoner of war or missing in action. You can use it at a state supported college or university. You can use it at a private Delaware college if your program of study is not offered at a Delaware public college, or at an out-of-state public or private college if no Delaware institution offers your program.

Apply online through the Delaware Higher Education Financial Aid Portal.

What you'll need

Proof of your age and of at least three years of Delaware residency, documentation of your parent’s death in service or prisoner of war or missing in action status, and proof of your relationship to them.

Eligibility

  • You are between 16 and 24 years old
  • You have been a Delaware resident for at least three years before the date you apply
  • Your parent was a resident service member killed while serving on active duty, a resident veteran who died from disease, wounds, injuries or disabilities resulting from their service, or a resident who was declared a prisoner of war or missing in action while a resident
