Proof of Delaware residency and proof of service, such as a military ID or your DD214 showing an honorable discharge.

You are a Delaware resident
You are an active duty service member in the U.S. Armed Forces or the Delaware National Guard, a veteran who received an honorable discharge, or a service member with 20 or more years of service and an honorable discharge
