Submit the completed CDL Certification for Military Waiver of Skills Test, including the certification by your commanding officer, to any New York State Department of Motor Vehicles office.

• You hold a valid New York driver licence, or a valid out-of-state licence you are exchanging for a New York one
• You meet all the other requirements for a New York State CDL
• You are currently employed, or were within the last year, in a military duty position that required operating a military vehicle similar to a commercial motor vehicle
• You operated a commercial motor vehicle of the type you drive or expect to drive for at least two years before your application date, or before your date of discharge
• You have not held more than one licence, other than a military licence, in the past two years
• You have not had any licence suspended, revoked or cancelled in the past two years
• You have no convictions for the disqualifying offenses listed on the application, and no more than one conviction for the serious violations listed on the application
