New York State Department of Veterans’ Services (DVS)
An annuity paid to legally blind wartime veterans and their unremarried surviving spouses

Legally blind wartime veterans, and the unremarried surviving spouses of eligible veterans, receive an annuity from New York. Legally blind means 20/200 vision in the better eye with best correction, or a 20-degree limitation of the field of vision. Your blindness does not have to be service-connected.

How to apply

Send proof of legal residence, the veteran’s discharge paperwork, a completed Application for Blind Annuity and a completed Report of Legal Blindness / Request for Information to New York State Department of Veterans’ Services, 2 Empire State Plaza, 17th Floor, Albany, NY 12223.

What you'll need

Proof of legal New York residence, the veteran’s discharge paperwork, the completed Application for Blind Annuity, and the completed Report of Legal Blindness / Request for Information from your eye doctor.

Eligibility

  • You are a New York State resident
  • You are legally blind, meaning 20/200 vision in the better eye with best correction or a 20-degree limitation of the field of vision
  • You served on active duty during a time of war, or received the Armed Forces Expeditionary Medal, for at least 90 days, unless you were discharged earlier because of a service-connected disability, or you are the unremarried surviving spouse of such a veteran
