Pennsylvania Military Commercial Driver's License (CDL) Testing Waivers

Pennsylvania Department of Transportation (PennDOT), Bureau of Driver Licensing
Skills test waived, and knowledge test also waived for qualifying military specialties

Pennsylvania waives commercial driver’s licence testing based on your military driving experience. If you worked in the past year as Army 88M or 14T, Air Force 2T1, 2F0 or 3E2, Marine Corps 3531 or Navy EO, both the skills test and the knowledge test are waived. If you have military commercial driving training and experience without one of those specialties, the skills test alone is waived as long as you have been licensed for at least two years on a military vehicle similar to the commercial class you want.

How to apply

Submit the commercial learner’s permit application, the self-certification form, the military CDL skills test waiver application and the required fee at any Pennsylvania Driver License Center, or by mail to the Bureau of Driver Licensing, P.O. Box 68272, Harrisburg PA 17106-8272. For questions call 717-412-5300.

What you'll need

Your completed commercial learner’s permit application, self-certification form and military CDL skills test waiver application, plus documentation of your military driving specialty or military licence history and the required fee.

Eligibility

  • You are a Pennsylvania resident
  • You are serving in an active or reserve component of the U.S. Armed Forces, or you received an honorable discharge within the past year
  • You worked in the past year as Army 88M or 14T, Air Force 2T1, 2F0 or 3E2, Marine Corps 3531 or Navy EO, or you have military commercial driving training and experience and have been licensed at least two years on a military vehicle similar to the commercial class you are applying for
  • You have not held more than one licence other than a military licence in the past two years, and have had no licence suspended, revoked or cancelled in the past two years
  • You have no convictions for disqualifying offences, no more than one conviction for a serious traffic violation, no conviction for a traffic control violation arising from an accident, and no record of an at-fault accident
