Texas Hazlewood Act Legacy Program Transfer of Unused Hours to a Child

A veteran who qualifies for the Hazlewood Act can hand unused exemption hours to their child, who then uses them for tuition and fees at a Texas public college or university. The child gets an exemption for the number of degree-certified hours their program needs, within the normal time to finish it. If your child does not use all the hours, the veteran can reassign what is left to another child, but only one child can use the Hazlewood Act at a time.

How to apply

The veteran assigns the hours, then the child applies and is accepted to a Texas public institution and files the Hazlewood exemption application with that school’s admissions office. For help, call 512-463-3168 or 877-898-3833, or email hazlewood@tvc.texas.gov.

What you'll need

The veteran’s DD214 and Hazlewood eligibility, proof of the child’s relationship to the veteran or a tax return claiming the child as a dependent, and the completed Hazlewood exemption application.

Eligibility

  • You are a Texas resident for tuition purposes
  • You are the biological child, stepchild or adopted child of an eligible veteran, or you were claimed as their dependent in the current or previous tax year
  • You are 25 years old or younger on the first day of the semester or term you claim the exemption, unless you were granted an extension for a qualifying illness or debilitating condition
  • You meet your school’s grade point average and satisfactory academic progress rules for an undergraduate degree or certificate and are not taking an excessive number of credit hours
  • The veteran has unused Hazlewood hours assigned to you
