You can be treated as a Virginia resident for tuition and financial aid even if you have not met the normal residency requirements. This covers active duty members who establish legal residence here and their dependents, without the usual one-year wait; members on active service or mobilized for 180 days or more who live in Virginia; nonresident members and dependents assigned to a duty station in Virginia, whether or not they live here; nonresident members and dependents assigned in Maryland, Washington D.C., North Carolina, West Virginia, Kentucky or Tennessee who live in Virginia; honorably discharged veterans and their surviving spouses living in Virginia; and veterans using VA education assistance.
Apply through the admissions or registrar office of the Virginia public college or university you plan to attend and ask for the military domicile determination. There is no central state application.
Your orders showing your duty station or mobilization, your DD214 if you are a discharged veteran, your VA education benefit paperwork if you are using it, and proof of where you live.
