You can be eligible for a Wisconsin elk hunting permit as a nonresident if you serve in the Wisconsin National Guard, are on active duty stationed in Wisconsin, serve in a Reserve unit located in Wisconsin, or are on active duty stationed out of state and were a Wisconsin resident when you entered active duty.
